Baden-Württemberg grid operators introduce new capacity allocation system

Grid operators in Baden-Württemberg are introducing a new point-based allocation system to manage increasingly scarce electricity grid connection capacities. Developed by Netze BW in coordination with the Association for Energy and Water Management Baden-Württemberg (VfEW), the system aims to prevent long-term projects from blocking capacity needed by more immediate developments.

The new procedure applies to large-scale consumers with loads exceeding 950 kW in the medium and high-voltage sectors, such as data centers, battery storage, and charging infrastructure. Instead of the traditional 'first-come, first-served' principle, projects will be evaluated based on several criteria:

• Project maturity (up to 50 points), including land security and permit status. • Site specificity (34 points), such as expanding existing locations. • Timeliness of the request (up to 16 points).

Exceptions to this system include renewable energy installations under the EEG, essential public services like hospitals, and specific local infrastructure. Netze BW plans to open the first registration window for this new process on November 1, 2026, with the first allocations expected in March 2027.
