Indonesia legalizes community oil wells to boost national production

Indonesia is implementing new policies to boost national oil production and energy security. Coordinating Minister for Downstreaming and Energy Transition, Bahlil Lahadalia, has legalized approximately 43,000 community-managed oil wells. These wells, located in Sumatra, Java, and recently Aceh, are now officially permitted to operate. Under this scheme, Pertamina will purchase the produced oil at 80 percent of the Indonesian Crude Price (ICP).

Each community well is estimated to produce 4 to 5 barrels per day, potentially adding significant volume to national oil lifting. The government is also pushing for domestic ethanol production, with plans to implement an ethanol blending program targeting an E50 blend by 2028 to reduce gasoline imports.

Separately, the Indonesian Crude Price (ICP) for September 2026 rose sharply to USD 112.81 per barrel, up from USD 89.43 in August. This surge is attributed to geopolitical instability in the Middle East and increased risks of global supply disruptions. Meanwhile, in the transport sector, Pertamina and Transjakarta are exploring a hydrogen-based ecosystem, aiming to deploy two hydrogen fuel cell electric buses by 2028.
