Indonesia considers nickel smelter moratorium amid global oversupply

Bahlil Lahadalia, Indonesia's Coordinating Minister for Downstreaming and Energy Transition and Minister of Energy and Mineral Resources, is implementing several strategic shifts for the nation's energy and mining sectors. To combat a global nickel oversupply of approximately 2.5 million tons, the government is considering a moratorium on new smelters that produce only semi-finished products, such as ferronickel and nickel pig iron. The goal is to prioritize industries that produce high-value, finished downstream products.

Despite the new coordinating role, Bahlil clarified that he receives only one salary as the Minister of Energy and Mineral Resources and that the new ministry is currently operating under the existing budget of the Ministry of Energy and Mineral Resources. This approach aims to prevent budget waste during the institutional transition.

Additionally, the government plans to review electricity export deals to ensure Indonesia maximizes economic benefits and protects its sovereignty. Regarding the nickel sector, projections suggest that increased downstreaming could drive nickel export values to between US$ 38 billion and US$ 40 billion by 2026.
