Baja California approves housing reform and expands social inclusion programs

The Congress of Baja California has approved a constitutional reform aimed at strengthening the right to adequate housing. The initiative, presented by Deputy Jaime Cantón Rocha, seeks to define housing standards including habitability, access to public services, location, legal security, and cultural relevance. The reform addresses a 42 percent housing deficit identified in the State Housing Program 2022-2027 and prioritizes vulnerable groups such as women, children, and low-income individuals. It also establishes state mechanisms to prevent land and housing speculation that affects the public interest.

In parallel, the Baja California government is expanding social inclusion efforts through programs like ‘Apapachar la Calle’. Managed by the Secretaría de Inclusión Social, this initiative provides food, healthcare, legal identity services, and hygiene support directly to people experiencing homelessness. Additionally, the ‘Conecta por la Inclusión’ network facilitates collaboration between the state, universities, and civil society to support priority groups. Through the ‘Proyecto Tijuana: Ruta de Paz’, approximately 5,000 medical services have been provided to the population in need.
