Baja California authorities awarded 200M+ pesos to Sinaloa Cartel-linked company

Investigations by Mexicanos Contra la Corrupción y la Impunidad (MCCI) and reports from El Universal have revealed that the Baja California Attorney General's Office awarded more than 200 million pesos in contracts to Inteliproof Efficient between 2022 and 2025. The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) sanctioned the company on September 29, 2026, alleging it is part of a money laundering network for the Sinaloa Cartel.

Inteliproof Efficient provided various goods and services, including tactical equipment, uniforms, computer hardware, and facial recognition software. Many of these agreements were direct adjudications. The company's operations were also linked to the Sinaloa Cartel's 'Los Mayos' faction and allegedly used to launder money for René Arzate García, a regional leader in Tijuana.

In addition to the state prosecutor's office, contracts were also identified with the governments of Sonora and the municipalities of Tecate and Playas de Rosarito. Following these revelations, Governor Marina del Pilar Ávila ordered a review of all state contracts with sanctioned entities, noting that the acquisitions were made based on the legal information available at the time of the contracts.
