Baja California deputy proposes reform to protect student title processing

Deputy María Teresa Méndez Vélez of the Morena party has introduced a reform initiative to the Baja California Education Law aimed at preventing private educational institutions from obstructing the issuance of professional titles.

The proposal seeks to penalize schools that fail to process certificates, diplomas, or titles for students who have completed their academic requirements. It also targets the practice of conditioning these documents based on unauthorized payments.

Under the proposed changes to Article 126, institutions found in violation could face fines ranging from 1,000 to 7,000 times the value of the Unit of Measure and Update (UMA), which is estimated to be between 117,000 and 821,000 pesos. The initiative has been referred to the Commission on Education, Humanities, Science, and Technology for analysis.
