Baja California projects 61.5 billion peso public investment by 2027
The government of Baja California projects an accumulated public investment of 61,584 million pesos by the end of 2027. Governor Marina del Pilar Avila Olmeda stated that strengthened public finances have allowed for increased funding in infrastructure, water supply, education, security, and social programs, while addressing financial legacies from previous administrations.
State Treasury Secretary José Andrés Pulido Saavedra reported that the state's financial autonomy increased from 14.1 percent in 2021 to an estimated 19.3 percent in 2026. This growth is largely attributed to the rise in revenue from the Tax on Remunerations for Personal Work (ISRTP), which grew from 4,752 million pesos in 2021 to an estimated 11,173 million pesos in 2025.
As a result of improved fiscal management, Baja California has moved from 12th to 3rd place among Mexican entities with the best fiscal performance. Credit rating agencies Fitch Ratings, HR Ratings, and Moody’s currently place the state at an A- level. Additionally, six out of ten previously insolvent parastatal organizations have achieved financial stability through the administration's fiscal plan.
