Baja California pushes gender‑focused reform of state security law

Deputy Dunnia Montserrat Murillo López presented a reform bill to the Baja California State Security System Law in Mexicali. The proposal seeks to explicitly require that police and security forces operate under a gender perspective, addressing the current law’s lack of mandatory guidelines.

The reform aims to eliminate inconsistent practices, discriminatory treatment, and revictimisation of vulnerable groups by establishing clear accountability mechanisms. It also sets the stage for future measures such as compulsory gender‑focused certification, creation of specialized units, and external evaluation of operational protocols, aligning the state’s framework with national and international standards.
