Baja California strengthens animal welfare laws and protections

Baja California is enhancing animal protection through legal reforms and specialized institutions. Governor Marina del Pilar Avila Olmeda announced during a state forum that the entity constitutionally recognizes animals as sentient beings capable of experiencing pain and suffering.

Recent modifications to the Penal Code establish prison sentences of up to eight years for acts of animal cruelty and mistreatment. To support these legal measures, the administration has promoted the Mily Animal Sanctuary, which provides care for animals rescued during searches or those found in vulnerable conditions, while encouraging responsible adoption.

Additionally, the state is strengthening animal welfare spaces in coordination with municipal governments. The Secretary of Environment and Sustainable Development, Elvia Martínez Santos, highlighted the creation of the Directorate of Animal Law and Welfare to improve institutional coordination.
