Baja California Sur implements search protocol for missing persons after natural disasters
The government of Baja California Sur has officially published a Search Protocol for Natural Disasters in the state's Official Bulletin. This legal and operational framework establishes coordinated guidelines for locating missing or unlocated persons during climate contingencies or geological phenomena across the state's five municipalities: La Paz, Los Cabos, Comondú, Loreto, and Mulegé.
Lizeth Collins Collins, head of the State Commission for the Search of Persons, stated that the protocol fulfills institutional commitments outlined in the 2021-2027 State Development Plan. The measure aims to strengthen immediate response capabilities, ensure human rights standards, and provide support to victims' families during crises such as hurricanes, floods, and stream surges.
The protocol unifies intervention criteria to prevent the duplication of functions between different levels of government. It establishes direct coordination mechanisms between public security, justice agencies, and emergency services, including Civil Protection and the armed forces. Additionally, the framework includes provisions for training search brigades, conducting drills, and implementing prevention and reaction measures.
