Baku implements new working schedules to reduce traffic

Authorities in Baku are implementing new working hour schedules for several state institutions to mitigate heavy traffic congestion in the capital. This initiative, effective as of September 15, is part of a two-month trial period involving three different work regimes. The move is one of 57 measures outlined in a state program signed by the President to improve Baku's transportation infrastructure.

Experts suggest that extending the measures to higher education institutions could further alleviate pressure on the city's logistics. Education expert Ilqar Orucov noted that adjusting university start times—potentially to 09:30 or 10:00—could reduce local transport pressure by 20–25 percent. He highlighted that since university students are independent commuters, their schedules can be more flexibly aligned with the city's transport map compared to school children.

However, legal advocate Sahib Mammadov cautioned that changing work schedules alone may not resolve the issue. He emphasized that the broader state program must be fully executed, noting that significant congestion often occurs near educational facilities and that comprehensive solutions are required to address the complex movement of residents from various districts.
