Bali Governor Wayan Koster pushes rooftop solar and low‑carbon zones to achieve net‑zero by 2045

Governor Wayan Koster of Bali announced at the Indonesia Solar Summit 2026 that the province will phase out fossil‑fuel power plants and rely on rooftop solar (PLTS) to meet a net‑zero emissions target for 2045, fifteen years ahead of the national schedule. He said the installation of PLTS on roofs will become a condition for issuing commercial building permits, urging developers, hotels and malls to comply.

Koster also outlined a plan to designate low‑emission areas, starting with Nusa Penida and later expanding to Nusa Dua, Kuta, Sanur and Ubud. The governor called for national utility PLN to lift any quota limits on solar installations and stressed the need for investment, policy support and collaboration to reach Indonesia’s 100 GW solar target.

“The best choice is PLTS because its energy comes from the sun,” Koster said, adding that the provincial government will facilitate community rooftop projects. The measures aim to protect Bali’s tourism appeal, improve air quality and set an example for other regions.
