Baltimore renovates public pools to address racial investment gaps

Baltimore is undertaking a major effort to renovate public pools to address long-standing disparities in access for Black residents. For decades, predominantly Black neighborhoods in West and East Baltimore have received less than one-third of the investment compared to surrounding white communities, a gap driven by segregation and unequal capital flow.

Many of the city's aquatic facilities are over 50 years old, frequently closed, or poorly maintained. Recreation and Parks Director Reginald Moore Sr. noted that neglecting these assets has increased costs, citing instances where outdated motors had to be overnighted at high expense. The recent renovation of five pools allowed for the city's first organized citywide swim meet in a decade, signaling a shift toward improving community trust through infrastructure investment.
