Banco de México expands digital payment limits for small businesses
Mexico's central bank, Banco de México (Banxico), approved new regulations to simplify electronic transfers and raise deposit limits for micro, small and medium enterprises. The rules introduce a simplified account tier – referred to as Cuenta Nivel 3 Bis (or Nivel 2 Bis) – that lifts cash‑deposit caps to 3,000 UDIs and allows monthly electronic receipt limits of up to 12,000‑15,000 UDIs. The changes also require banks to offer a uniform, easy‑to‑use mobile interface for fund transfers.
The measures target roughly 4 million small merchants that have been excluded from digital payment services because of low limits and cumbersome onboarding. By increasing limits, Banxico aims to drive financial inclusion, generate transaction data for credit histories and reduce the informal cash economy. Officials estimate that more than 80 million people could benefit from faster, standardized digital payments, with the reforms expected to boost the electronic commerce share of Mexico’s GDP.
