Bangladesh approves National Pay Scale 2026
The Bangladesh Cabinet has approved the Ninth National Pay Scale 2026, a significant restructuring of public sector compensation. Chaired by Prime Minister Tarique Rahman, the decision aims to enhance financial security and morale for approximately 2.4 million employees and 900,000 retirees.
The new scale, effective from 1 July 2026, maintains the existing 20-grade structure but reduces the pay gap between the lowest and highest grades from 1:1.945 to 1:1.78. Under this framework, the minimum basic salary for Grade 20 will rise to Tk20,000 (a 142% increase), while the maximum basic salary for Grade 1 will reach Tk1,56,000 (a 100% increase).
To manage inflation and fiscal impact, basic salary increases will be implemented in three phases between 2026 and 2027. Grades 10 to 20 will be prioritized, receiving 50% of their increase in the first phase. Allowances are scheduled to be implemented simultaneously starting 1 January 2028.
Additional measures include the introduction of a Tk3,000 monthly allowance for employees with children with special needs, the extension of mobile allowances to all grades, and a gradual rollout of the ‘One Rank One Pension’ (OROP) system intended for full implementation by 2030. Transparency International Bangladesh (TIB) has welcomed the scale but recommended that salary increases be contingent upon employees regularly publishing their asset statements to combat corruption.
