Bangladesh Minister clarifies no degree required for local elections
Mir Shahe Alam, the State Minister for Local Government, Rural Development and Co-operatives, has clarified that there is no legal requirement for candidates to possess specific educational qualifications to contest local government elections. He noted that none of the five local government laws mandate academic degrees for positions such as Union Parishad members, chairmen, or mayors, drawing a parallel to national parliamentary elections.
However, a legal complexity has emerged regarding MPO-enrolled teachers from private educational institutions. Under current local government laws, individuals holding profitable full-time positions within the republic or local authorities are ineligible to run. Since the Ministry of Education’s 2025 policy classifies these teaching roles as profitable positions, their eligibility is in question.
The Election Commission (EC) is tasked with making the final decision. The EC will review the local government laws alongside the Ministry of Education’s policies to determine if MPO-enrolled teachers can participate in the elections. The commission may also seek guidance from the Ministry of Law to resolve the matter.
