Bank of Mexico rolls out N2 Bis accounts to digitise 4.4 million small businesses

The Bank of Mexico (Banxico) announced the creation of simplified Level 2 Bis accounts, called N2 Bis, to bring more than 4.4 million micro‑ and small‑enterprise merchants into the digital payments ecosystem. The new accounts will allow deposits of up to about 130,000 pesos per month and require that at least 80 % of the funds come from electronic transfers such as SPEI, CoDi or DiMo, incentivising a shift from cash, which currently accounts for roughly 80 % of transactions.

The rule changes modify circulars 3/2012 and 14/2017, standardise mobile‑banking interfaces and introduce alias‑based transfers to replace traditional CLABE numbers. Financial institutions must adapt their systems by 14 December 2026. Industry experts see the move as a major step toward financial inclusion for neighbourhood retailers – grocery stores, bakeries, beauty salons and hardware shops – while noting challenges such as affordable internet connectivity and digital‑literacy training for older merchants.
