Bank Policy Institute urges further reform of CAMELS rating system

The Bank Policy Institute (BPI) has issued a comment letter supporting the Federal Financial Institutions Examination Council (FFIEC) in its proposal to reform the Uniform Financial Institutions Rating System, known as CAMELS. The proposed revisions aim to refocus ratings on material financial risks and reduce the influence of subjective factors, such as the Management rating, on a bank’s overall composite score.

While BPI views the FFIEC’s proposal as a meaningful step toward improving the framework, the organization argues that further structural reforms are necessary to ensure ratings are objective and accurately reflect a bank’s actual financial condition. BPI notes that because CAMELS ratings now function as binding regulatory triggers with significant legal and economic consequences, the system must be grounded in predictable and material standards.

Specifically, BPI recommends addressing the Management component, which it suggests does not currently reflect the overall effectiveness of bank management. One recommendation includes replacing the Management component with a focus on Material Operational Risks and Internal Controls to enhance the framework’s transparency and accuracy.
