Baošići coastal development dispute involves Carine DOO and Montenegro authorities

A legal and institutional dispute has emerged in Baošići, Montenegro, regarding coastal development works conducted by the company ‘Carine’ DOO. Bojana Ćirović, the Protector of Property-Legal Interests of Montenegro, has submitted an opinion to the Ministry of Culture and Media alleging that the company grossly violated contractual obligations and performed works without necessary approvals. The site is located within the protected environment of the Kotor area, a UNESCO World Heritage site. Ćirović has recommended terminating the lease agreement for the maritime domain and restoring the location to its original state.

In response, ‘Carine’ DOO has rejected these allegations as unfounded and irresponsible. The company maintains that all activities were conducted in accordance with legal regulations and valid building permits. They argue that the responsibility for the site's development involves multiple public authorities, including the Government of Montenegro and local self-government. The company further noted that conservation conditions were provided by authorities more than two months after urban-technical conditions had already been issued, asserting that they acted based on the existing legal framework.
