Bappenas launches Indonesia's 2025 Human Capital Index

Indonesia's Ministry of National Development Planning (Bappenas) has officially launched the 2025 Human Capital Index (IMM) and a corresponding calculation guideline manual. This new metric is an adaptation of the World Bank's Human Capital Index (HCI), tailored to the specific data characteristics and developmental needs of Indonesia.

Minister of Bappenas Rachmat Pambudy stated that the IMM serves as an improvement over the previous Human Development Index (IPM). While the IPM treated people as objects of development, the IMM views them as subjects, utilizing a life-cycle approach that emphasizes health starting from the womb. This shift aims to measure long-term investment in survival, education, and health to determine future productivity and competitiveness.

The IMM will serve as a key indicator in the 2025-2045 National Long-Term Development Plan (RPJPN) to support the 'Indonesia Emas 2045' vision. For 2025, Indonesia's IMM score is recorded at 0.562, suggesting that a child born today is projected to reach 56.2% of their optimal productivity potential by the time they enter the workforce.
