Željko Kosović, a member of the URA Main Committee, has criticized the local authorities in Bar for failing to address recurring seasonal issues. He noted that problems which were once considered significant are now being treated as a normalcy by the administration.

Kosović highlighted several critical infrastructure and management failures, including severe traffic congestion on the route to Sutomore, insufficient parking, and the discharge of sewage into the sea. He emphasized that the city must begin preparing for the next tourist season immediately following the conclusion of the current one.

To mitigate these issues, Kosović suggested utilizing the Sutorman route as an alternative exit through minor interventions and improved parking organization in Virpazar. He also called for the construction of underground pedestrian passages in Šušanj, the implementation of one-way traffic systems in certain streets, and better regulation of sidewalks to prioritize pedestrians over vehicles.
