Meloni announces emergency security decree following Milan unrest

Prime Minister Giorgia Meloni has announced an emergency security decree in response to recent urban unrest and property damage in Milan. The measures aim to curb violence, particularly involving young people.

The decree introduces several strict legal changes:

• Preventive detention for minors: The ability to hold individuals in preventive detention will be extended to those aged 14 to 18 caught participating in public disorder or urban guerrilla tactics.

• Reversal of the burden of proof: For crimes against public order and property, individuals aged 14 and older will be presumed to have full mental capacity, shifting the burden to the defense to prove otherwise.

• Financial accountability: The government intends to implement a “who breaks it, pays” policy, seeking reimbursements for damages from the families of those responsible.
