Basque Government’s Financial Strategy Spurs €6 billion of Corporate Deals
The Basque Country’s financial ecosystem, comprising more than 300 entities and employing around 50,000 people, accounts for 8‑10% of the region’s GDP. The regional government has promoted a policy of anchoring companies to the territory, seeking to prevent off‑shoring of industrial activity.
Since the current administration took office, this strategy has generated corporate transactions with a combined enterprise value exceeding €6 billion over the past five years. Deals involve firms such as ITP Aero, Talgo, Ayesa Digital, Arania, Innometal, Uvesco and others, as well as equity stakes in companies like CAF, Iberdrola and Viscofan. Investment vehicles linked to Kutxabank and the Fundación Artizarra have also played a role, often conditioning agreements on preserving Basque employment.
The overall aim is to channel private savings into local projects, support growth, and keep production and decision‑making centres within the Basque region.
