Bauru City Council launches inquiry into Mayor Suéllen Rosim

The Bauru City Council has approved the installation of a Commission of Inquiry (Comissão Processante) to investigate potential political-administrative infractions by Mayor Suéllen Rosim (PSD). The investigation focuses on administrative procedures and bidding processes linked to the Municipal Secretariat of the Environment, specifically regarding a Public-Private Partnership (PPP) for solid waste management.

The inquiry follows revelations from the ‘Cavalo de Troia’ and ‘Mobius’ operations conducted by the Special Action Group to Combat Organized Crime (Gaeco) of the Public Ministry of São Paulo. These operations investigated irregularities and fraud in the bidding process, resulting in seven arrests.

The contested project involved a 30-year administrative concession for integrated urban waste management, with an estimated global value of approximately R$ 5.2 billion. This represents one of the largest public procurement projects in the municipality's history. Prior to the Gaeco operations, the State Court of Auditors (TCE-SP) had already ordered the suspension of the bidding process due to concerns regarding the tender requirements and the concession model.
