Bavaria faces pedestrian infrastructure challenges and conflicts
Pedestrian infrastructure in Bavaria faces significant challenges, according to urban planner Paul Bickelbacher of the association 'Fuss'. Key issues include narrow sidewalks, insufficient crossing aids, and short traffic light durations in urban areas. In rural areas, the complete absence of sidewalks is a noted problem. While the German Federal Ministry of Transport established a nationwide pedestrian traffic strategy in May 2025, the policy provides mostly general guidelines. The Bavarian Ministry of Transport has stated that because pedestrian traffic occurs primarily within municipalities, the responsibility for management lies with local authorities rather than the state.
