Bavaria sees surge in gender‑marker changes after new self‑determination law
Germany’s Self‑Determination Law, which took effect in November 2024, has led to a sharp rise in official gender‑marker changes in the state of Bavaria. According to the Bavarian State Statistics Office, 3,591 people altered their legal gender without needing a court decision or expert report in the 1½ years since the law’s introduction. Applications spiked in November and December 2024, accounting for 1,570 of the 1,632 changes recorded that year, while 2,021 changes were reported in 2025.
Of the people who changed their gender record, 856 switched from female to male, 584 from male to female, and 581 selected alternative categories such as “diverse.” The new legislation permits individuals to notify the civil registry three months in advance and amend both name and gender, replacing the previous system that required costly legal and medical procedures. Prior to the reform, an average of about 300 gender‑marker changes were recorded per decade in Bavaria.
