The Bavarian State Parliament’s Enquete‑Kommission Bürokratieabbau, chaired by CSU deputy Steffen Vogel, released a set of recommendations aimed at reducing administrative red tape and bringing public services closer to citizens. The proposals emphasize a cultural shift in agencies, granting managers more leadership autonomy, improving decision‑making freedom for staff, and overhauling training programmes to include practical case work, leadership communication, self‑reflection and artificial‑intelligence skills.

Commission members such as Alfred Grob and Dr. Alexander Dietrich stressed the need to embed discretionary authority early in civil‑service education and to replace purely theoretical training with real‑world problem labs and workshops.
