Bavaria faces child‑welfare funding crisis as a new protection hotline opens

Bavarian county officials warned that the child and youth welfare system is heading toward a "perfect storm" of soaring costs, staffing shortages and expanding legal duties. Net spending on child welfare rose 9.8% to €74.3 billion nationwide in 2024, with Bavaria alone allocating €10.9 billion. Assistance for education and integration increased by 16.5%, pushing municipal deficits past €10 billion for 2024‑25. Counties demand that the federal government rethink funding, noting that only 80% of new federal‑caused costs will be reimbursed.

At the same time, Bavaria launched a free child‑protection hotline (0800 8888 004) on 1 July. The service, run by the state youth office, offers trained responders who can refer callers to youth offices or counseling centers. It operates Monday‑Thursday 9 am‑12 pm and 1 pm‑4 pm, Friday 9 am‑12 pm, with an additional evening slot on Wednesdays 6 pm‑8 pm. The hotline aims to provide rapid, low‑threshold help for children and adolescents facing violence, abuse, bullying, cyber‑grooming or other threats.
