Bavarian childcare law reform boosts transparency and eases parents' costs

The Free Voters parliamentary group in Bavaria backs a comprehensive amendment to the Bavarian Child Education and Care Act (BayKiBiG). The reform keeps daycare fees stable and guarantees a monthly €100 relief for parents, while introducing new transparency measures that let families track how funds are used.

Key provisions include converting previous bonus rules into a statutory flat-rate payment, creating a digital disbursement system via the KiBiG.web platform, and establishing a team‑staff allowance. The first 50 daycare places receive an increased base allowance, with eligibility capped at 150 places, helping small facilities maintain or improve funding levels. Land kindergartens will also receive a quality bonus and a team‑staff allowance, and a new flat-rate supports children in day‑care.

The legislation aims to reduce administrative burdens for municipalities and providers, support non‑pedagogical staff, and invest in overall quality rather than paperwork.
