Bavaria's Kindergarten Funding Law Eliminates Family Subsidy

The Bavarian state parliament approved the Bayerisches Kinderbildungs- und Betreuungsgesetz (BayKiBiG), removing the direct family and crèche payment that families previously received. Instead, the funds are redirected into a statewide operating‑cost subsidy for daycare centres. The coalition of the CSU and Free Voters pushed the reform through despite opposition from the Greens, SPD and AfD, who argue that parents will lose money and that the law does not solve chronic under‑funding of childcare. Social Minister Ulrike Scharf said the redistribution was "hardly easy for anyone" but necessary to keep money in the system and to improve quality by easing bureaucracy in the facilities. Critics contend that the move leaves families to bear the shortfall while the state increases its own spending on daycare operations.
