Bay Area voters to decide on regional transit sales tax measure

On November 3, voters in five California Bay Area counties will decide on the Regional Transit Measure (RTM), a proposed sales tax intended to address significant financial deficits facing regional public transit agencies.

The measure would impose a half-cent sales tax in Alameda, Contra Costa, San Mateo, and Santa Clara counties, and a one-cent sales tax in San Francisco. If passed, the RTM is estimated to raise approximately $980 million annually for 14 years. The funds are intended to support agencies including BART, Muni, Caltrain, AC Transit, the Santa Clara Valley Transportation Authority, the San Francisco Bay Ferry, and Golden Gate Transit.

Proponents argue the tax is necessary to stabilize transit systems following a post-pandemic ridership slump. For example, BART reported that fare revenue's share of its operating budget fell from roughly 71% in pre-pandemic years to 32% in 2026. Opponents characterize the measure as an avoidable regressive tax that places a burden on residents facing high costs of living.
