BCEAO mandates PI-SPI platform use and raises mobile money limits

The Central Bank of West African States (BCEAO) is implementing significant reforms to the regional electronic money landscape. Effective November 2, 2026, the bank will mandate that all person-to-person electronic money transactions within the UEMOA region utilize the Interoperable Instant Payment System (PI-SPI) platform.

As part of these updates, the BCEAO has revised the limits for mobile money accounts. The maximum balance allowed per client and per issuer will increase from 2 million to 4 million FCFA, while the monthly recharge limit will rise from 10 million to 15 million FCFA. These changes apply to identified clients, though professional distributors and acceptors are exempt.

In preparation for this digital shift, the Côte d'Ivoire Treasury has become the first to fully integrate with the PI-SPI platform. This connection allows for the real-time processing of mass payments, including salaries, subsidies, taxes, and social benefits, regardless of the beneficiary's financial institution. The BCEAO is providing ongoing assistance to other member states to ensure progressive integration into the centralized infrastructure.
