BEAD broadband program moves into implementation and performance testing

The Broadband Equity, Access, and Deployment (BEAD) program is transitioning from the planning phase to active implementation. This shift creates a significant demand for a diverse workforce, including fiber specialists, equipment operators, and general laborers. The National Telecommunications and Information Administration (NTIA) estimates that tens of thousands of workers will be required to build these networks at scale.

As construction advances in regions such as North Carolina, South Carolina, and Georgia, subgrantees face strict new performance obligations. Under rules finalized by the NTIA, providers must prove their networks meet federal standards for speed, latency, and uptime. For example, at least 80 percent of measurements must meet or exceed 80 percent of the committed service tier.

These testing requirements extend through a ten-year federal interest period following the closeout of terrestrial subgrants. This places a long-term reporting burden on municipalities, utilities, and smaller internet service providers to ensure networks maintain high performance and minimal outages.
