Belarus implements new responsible pet ownership law

Belarus has implemented a new responsible pet ownership law, effective January 1, 2025. A key feature of the legislation is the legal recognition of animals as sentient beings capable of feeling.

Under this framework, owners are legally obligated to meet the physiological needs of their pets, including providing adequate food, water, and physical activity. The law also defines the scope of pet walking as any time the owner and pet are outside their habitual residence. Owners are held responsible for the safety of their animals, the public, and private property.
