Belgian commission issues 137 recommendations on sexual abuse
A Belgian parliamentary commission investigating sexual abuse within and outside the Church has approved a report containing 137 recommendations. Key proposals include the appointment of a commissioner for sexual misconduct and violence against minors and vulnerable persons, the establishment of a new expertise center, and the creation of a recovery fund. The commission also advocates for improved compensation systems for recognized victims, a 24-hour helpline, and permanent access to specialized lawyers.
To prevent perpetrators from evading accountability, the commission recommends that Church authorities ensure perpetrator files follow them during transfers or relocations. Additionally, the commission suggested November 18 be designated as an official day of remembrance for victims of sexual violence.
In the Netherlands, abuse prevention expert Hans Zollner addressed the Dutch Church regarding safeguarding measures. While noting progress made by the Church in recent years, Zollner emphasized that creating safe environments—both physically and online—requires more than just following protocols. He highlighted the need for safe interpersonal communication and structural protection to ensure comprehensive safeguarding.
