Belgium updates regulations for cross-border workers and non-residents

Belgium has implemented new administrative procedures and banking considerations for non-residents and cross-border workers.

For cross-border commuters, new rules effective August 17, 2026, have simplified processes for EU citizens by removing the need for specific municipal registration. However, third-country nationals working in Belgium while residing in neighboring countries like Germany, France, Luxembourg, or the Netherlands must now use the ‘Annex 64’ document. This document serves as proof of cross-border employment rather than a residence permit and requires application through a Belgian municipality.

Regarding banking, non-residents face varying requirements depending on their residency status and the specific institution. While KBC allows certain applicants to request accounts without Belgian nationality or a local address, other banks like BNP Paribas Fortis and Belfius have more restrictive criteria or specific country lists. Banks are required to perform strict anti-money laundering and identity verification, often necessitating passports, residence permits, and proof of professional activity.
