Belgrade infrastructure faces planning and coordination challenges

Experts are criticizing the lack of coordination in Belgrade’s infrastructure and transportation planning. Professor Vladimir Momčilović from the Faculty of Transport in Belgrade notes that the city frequently implements projects without sufficient research, updated planning documentation, or alignment with long-term strategies.

Key issues identified include overlapping reconstruction projects, changing traffic regimes, and shifting priorities that conflict with the General Urban Plan (GUP). Momčilović specifically highlighted the delays in the Belgrade metro project, noting that while discussions and studies have existed since the early 2000s, construction has yet to begin as of 2026. He warned that implementing projects that contradict the metro's planned routes could jeopardize future transit development.
