Bellingham and Bainbridge Island implement new local regulations

Local governments in Washington are implementing various regulatory changes. In Bellingham, the City Council approved updates to the Rental Registration and Safety Inspection program, set to take effect September 7, 2026. These updates aim to improve inspection quality, create an audit process for inspectors, and clarify requirements for 120-day rent increase notices.

Additionally, Bellingham is lowering speed limits to 20 mph on non-arterial residential streets and in the downtown business district to enhance pedestrian and cyclist safety. While signage began appearing in late August, police enforcement is expected to begin at the start of the school year.

On Bainbridge Island, the City Council adopted interim development regulations to comply with the Housing Accountability Act. These regulations include increasing floor area ratios and lot coverage in specific zones. The council also approved an amendment to include Mandatory Inclusionary Zoning, which requires an affordable housing component for certain residential developments.
