Belo Horizonte City Council approves fines for unauthorized street parking charges

The Belo Horizonte City Council has approved, in its first round of voting, a bill that introduces fines for unauthorized individuals charging drivers for street parking. The proposed legislation, Project of Law 702/2026, authored by Councilman Sargento Jalyson, passed with 31 votes in favor and seven against.

Under the proposal, individuals demanding money to watch vehicles or occupy public spaces could face a fine of R$ 1,000. For repeat offenders within a 12-month period, the fine would double to R$ 2,000. The law also targets those who reserve or mark public parking spots for payment or attempt to condition a vehicle's presence in a location on a fee. The rule may also affect licensed vehicle washers who reserve spots or pressure drivers.

Enforcement would be the responsibility of the Municipal Civil Guard of Belo Horizonte, with the possibility of cooperation agreements with state public security agencies. The fine is not yet in effect, as the bill must still pass through various committees and undergo a second round of voting in the plenary session.
