Itamar Ben-Gvir unveils seven-year plan for Gaza population migration
Israeli National Security Minister Itamar Ben-Gvir has unveiled a policy blueprint titled ‘Disengagement 710’ (or ‘Rückzug 710’), which outlines a seven-year plan for the mass departure of Palestinians from the Gaza Strip.
The plan aims to facilitate the departure of approximately 250,000 people in the first year, 1.11 million within three years, and a total of 1.86 million by the end of the seventh year. Ben-Gvir describes this as ‘voluntary migration’ and proposes the creation of a dedicated migration ministry with an estimated budget of 17 billion euros to manage the process. He intends to make this ministry a coalition demand following the October 27 elections.
Other Israeli officials have expressed similar stances. Defense Minister Israel Katz stated that the country is prepared to expel Palestinians from Gaza by all possible means. Additionally, former national security council head Giora Eiland remarked that Israel has no interest in the reconstruction of Gaza.
Critics and international observers have characterized these proposals as plans for forced displacement and ethnic cleansing. Ben-Gvir has suggested that families seeking to emigrate could receive financial support for two years at their new destinations, which may include Türkiye, Ethiopia, Congo, or unspecified Arab states.
