Benigno L. Guzman assumes command of Police Regional Office 11

Police Brigadier General Benigno L. Guzman has officially assumed his role as the Acting Regional Director of Police Regional Office 11 (PRO 11) in Davao City. Following his assumption of command on September 29, 2026, Guzman introduced a strategic leadership framework focused on five core pillars: crime prevention and solution, community engagement, capability development, and collaboration through good governance.

Guzman emphasized the necessity of institutional integrity, stating that “authority must always come with accountability” and that rank or position should not serve as a license for misconduct or abuse. He urged personnel to maintain proactive policing, strengthen intelligence networks, and improve professional skills to meet modern security demands.

The Davao City Police Office (DCPO) has pledged its full support for this new agenda. DCPO spokesperson Lieutenant Colonel Ma. Teresita P. Gaspan confirmed that the city's police operations will align with Guzman’s directives to ensure consistency in anti-criminality and crime-prevention efforts across the region.
