Berlin housing expropriation debate intensifies

The debate over the socialization of large real estate holdings in Berlin is intensifying as the political party Die Linke gains strength in recent polls. The party aims to implement the 2021 referendum, which saw a majority of Berliners vote in favor of expropriating major housing companies.

Marcel Fratzscher, President of the German Institute for Economic Research (DIW), has warned that such a move would be a ‘serious error.’ He argues that socializing housing stocks would ultimately lead to higher rents and a reduction in available living space. Fratzscher suggests that instead of expropriation, the city should focus on smart regulation and a significant expansion of the housing supply to address the crisis.

Simultaneously, political tensions are rising regarding federal intervention. Leaders from the CDU, CSU, and SPD have proposed measures to limit the ability of individual states to utilize Article 15 of the Basic Law for socialization. This move has sparked constitutional debate, with critics questioning whether the federal government can legally block states from exercising these rights.
