Berlin housing project faces criticism over citizen participation

A planned housing development at the former Kaserne Hessenwinkel in Berlin-Rahnsdorf has sparked significant debate regarding the effectiveness of citizen participation in urban planning. Approximately 1,700 statements were submitted during the spring of 2025 concerning the development plan for the 4.7-hectare site.

Residents raised concerns regarding building heights, forest proximity, nature conservation, traffic, schools, and social infrastructure. While some adjustments were made—such as reducing building heights from seven or eight stories to five or six and revising concepts to increase distances from the adjacent forest—critics argue that major decisions regarding the demolition of existing buildings and the density of the 450 planned apartments were already finalized between the district office and the state-owned housing company, Stadt und Land, before public input was sought.
