Berlin political debate over proposed voting rights expansion

A political dispute has emerged in Berlin regarding a proposal by the SPD, Greens, and Left Party to grant active and passive voting rights to all foreign residents after five years of residency, regardless of German citizenship.

Franziska Giffey, Berlin's Economic Senator and former SPD state leader, has sharply criticized the plan, arguing that state-level voting rights should remain reserved for German citizens to protect democratic principles. Giffey suggested that those receiving voting rights should demonstrate proficiency in the German language and commitment to the country's democratic order. She expressed concern that the move could empower political extremes and called for a vote among SPD members to decide on the coalition agreement.

Conversely, critics such as columnist Gunnar Schupelius have characterized the proposal as an attack on the Basic Law, claiming that voting rights are fundamentally tied to citizenship. Critics argue the move is a strategic attempt to shift the electorate to favor left-leaning parties.
