Bilbao to Impose Tourist Stay Tax on Hotels and Short‑Term Rentals from 2027

The Bilbao City Council has opened a public comment period on a new tourist stay tax that will take effect on 1 January 2027. The levy will range from €1 for hostels to €6.50 per night for tourist apartments, with a maximum stay of six nights. The council estimates the tax could generate about €12 million, though exemptions may reduce revenue. Councilor of Finance Carlos Urgoiti noted the possibility of raising the rates after further analysis, while EH Bildu spokesperson María del Río called for a regional surcharge that could add another €7 million.

Similar measures are being discussed in other Basque capitals: San Sebastián plans a €6.50 daily fee for five‑star hotels and tourist apartments, and Vitoria‑Gasteiz will set a €4.50 rate for comparable establishments. The proposal also includes a 75% surcharge on vacant homes and a 75% rebate for rental properties.
