Besa Trans legal case faces delays as customs officials avoid criminal charges
The judicial process regarding the falsification of a bus license certificate for the Besa Trans company has continued for four years without criminal accountability for the customs officials involved. While the prosecution filed charges against Besa Trans and its owner, Bekim Haxhiu, the two customs officers responsible for checking the licenses faced only disciplinary measures: one was dismissed from their position, and the other received a 15% salary fine for six months.
During the trial of Bekim Haxhiu, customs representatives testified regarding border crossing rules but were not questioned about why the bus was permitted to pass without a valid license certificate. The legal proceedings for the company owner and the company remain stalled in the judicial system. Although a first-instance court sentenced Haxhiu to 20 months in prison and Besa Trans to an 800,000 denar fine, the decision is not final as the parties have the right to appeal.
Procedural delays have also been noted, as the case has exceeded the time limits established by the Criminal Procedure Law for concluding such matters.
