Beykoz property rights issue resolved by Presidential Decree

A Presidential Decree published in the Official Gazette on September 16, 2026, addresses long-standing property and title deed issues in the Dereseki and Paşamandıra neighborhoods of Beykoz, Istanbul.

Under Article 16 of the Forest Law No. 6831, the regulation aims to secure the rights of existing residents in these areas, allowing approximately 320 households to obtain their title deeds. The decree specifies that the measure does not permit new construction or urban development, but rather provides legal certainty for those currently living in the established settlements.

Beykoz Deputy Mayor Özlem Vural Gürzel, who coordinated with the Ministry of Agriculture and Forestry to facilitate the decision, stated that the move resolves a chronic issue for thousands of residents. Efforts are reportedly continuing to address similar property disputes in other neighborhoods within the Beykoz district.
