Bùi Xuân Huấn’s ‘asking for money’ campaign must follow Vietnam’s charity regulations

Social‑media personality Bùi Xuân Huấn, known as Huấn Hoa Hồng, has repeatedly stated that he is not “calling for charity” but merely “asking for money” to aid flood‑affected communities. Legal analysts note that the terminology used does not alter the legal nature of the activity; any solicitation of voluntary contributions to support disaster victims is still subject to Vietnam’s Decree 93/2021/NĐ‑CP.

Under the decree, individuals must publicly disclose the purpose, scope, and method of fundraising, use a dedicated bank account, notify the local commune authority, keep proper records, and ensure transparent distribution of received funds or goods. Failure to comply can trigger investigations by the anti‑corruption agency.
