Bicske child home report reveals systemic abuse and state failure
The Hungarian government has released a comprehensive report investigating decades of abuse and systemic failures at the Kossuth Zsuzsa Child Home in Bicske. The investigation, presented by Prime Minister Péter Magyar and State Secretary Szilvia Gyurkó, covers the period from 2005 to 2025.
The report reveals that the former director, János Vásárhelyi, engaged in sexual abuse of children for 16 years. Despite numerous reports and internal investigations, the child protection system and police failed to act effectively. The document notes that children's warnings were often dismissed as attention-seeking behavior or credibility issues, and the director's high social status and political connections provided a shield against accountability.
The scandal has been further complicated by a presidential pardon granted in 2023 by then-President Katalin Novák to Endre K., an assistant to the director. The report emphasizes that these failures were not merely the result of one individual but were enabled by a fragmented, bureaucratic system that prioritized institutional reputation over child safety.
In response, the government has established a 1 billion HUF Child Protection Remediation Fund. State Secretary Gyurkó has also called for a structural shift in child welfare, moving away from large-scale institutions toward family-based care models to prevent future systemic abuses.
