Bima Arya Sugiarto urges regional governments to strengthen agrarian reform
Deputy Minister of Home Affairs Bima Arya Sugiarto is advocating for strengthened roles of regional governments in implementing agrarian reform. This effort focuses on synchronizing development planning, empowering the Agrarian Reform Task Force (GTRA), providing financial support, and enhancing cross-ministerial coordination to resolve land issues.
To ensure alignment between central and regional agendas, the Ministry of Home Affairs issues annual Regional Government Work Plan (RKPD) guidelines. The Ministry also provides technical guidance for development planning, including monitoring the acceleration of Regional Spatial Plans (RTRW) and Detailed Spatial Plans (RDTR).
The GTRA, led by regional heads with the Head of the National Land Agency (BPN) Regional Office serving as the daily executor, is tasked with coordinating agrarian reform objects and resolving land conflicts. Currently, GTRA has been established in 38 provinces and 311 regencies/cities. Bima noted that regional fiscal capacity limitations must be addressed through efficiency and financial support to ensure the empowerment of communities receiving land certificates is not hindered.
